§ 10. [PUBLIC PEACE, HEALTH AND SAFETY.]

It being immediately necessary for the preservation of the public peace, health and safety of the city of Guymon, Oklahoma, an emergency is hereby declared to exist, by reason of which this ordinance shall become effective immediately upon its passage and approval as provided by law.
